On December 17, 2004, at the Ministry of Foreign Affairs and International Cooperation, a signing ceremony was held between His Excellency Mr. HOR Namhong, Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation and His Excellency Mr. Xavier Darcos, Minister in charge of Cooperation, Development and Francophony on two priority projects of solidarity fund.

The first project with a grant amounting to 895.000 Euros is to support the cultural structure, and the second project with a grant of 1.600.000 Euros is to train Francophone researchers and teachers and to further upgrade the training program at the Royal University of Agriculture.
