On 09 September 2004, at 9:00 a.m., at the Ministry of Foreign Affairs and International Cooperation, Samdech HUN SEN, Prime Minister of the Kingdom of Cambodia presided over the signing ceremony between His Excellency Deputy Prime Minister HOR Namhong, Minister of Foreign Affairs and International Cooperation, and H.E. Mr.Fumiaki Takahashi, Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia of the two following Exchange of Notes on:
1. The extension of a Grant Aid up to ¥ 49, 700, 000 (forty-nine million seven hundred thousand Yen) for the supply of printing equipment to the Publishing and Distribution House, and
2. The extension of a loan amounting to ¥ 4, 313, 000, 000 (four billion three hundred and thirteen million Yen) to the Royal Government of Cambodia by Japan Bank for International Cooperation (JBIC) to implement the Sihanouk Ville Port Urgent Expansion Project.

Samdech Prime Minister HUN Sen presides over the Signing Ceremony between Deputy Prime Minister HOR Namhong and H.E.Mr. Fumiaki TAKAHASHI, Japanese Ambassador
On 18 November 2004, at 4:30 p.m., at the Ministry of Foreign Affairs and International Cooperation, Samdech HUN SEN, Prime Minister of the Kingdom of Cambodia presided over the signing ceremony of an Exchange of Notes on the extension of a Grant Aid up to ¥ 1,011,000,000 (one billion and eleven million Yen) between His Excellency Deputy Prime Minister HOR Namhong, Minister of Foreign Affairs and International Cooperation, and His Excellency Mr. Fumiaki Takahashi, Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia.
The Grant Aid provided by the Government of Japan would be used by the Royal Government of Cambodia for the execution of the three following projects:
1- ¥ 500,000,000 (five hundred million Yen) for contributing to the promotion of the economic structural adjustment efforts by the Royal Government of Cambodia as well as mitigation of the economic difficulties, including indebtedness, of the Kingdom of Cambodia,
2- ¥ 359, 000, 000 (three hundred fifty nine million Yen) for the project for the Upgrading and Extension of Electricity Supply Facilities in Phnom Penh, and
3- ¥ 152, 000, 000 (one hundred and fifty-two million Yen) for the project for Rehabilitation of Bridges along the Main Trunk Roads.
