On the morning of 1 September 2025, His Excellency Dr. Khy Sovannrattana, Secretary of State and Representative of His Excellency Deputy Prime Minister Prak Sokhonn, Minister of Foreign Affairs and International Cooperation, met ​and congratulated 35 Cambodian students who have received scholarships to pursue Doctoral, Master’s, and Bachelor’s degrees in the Russian Federation. Among them, there is one student who will pursue a doctoral degree in Artificial Intelligence (AI), which is one of the most modern fields of study. On that occasion, His Excellency the Secretary of State encouraged all students to: 1. Seize this good opportunity and strive to study well; 2. Maintain solidarity and mutual support as fellow Cambodians; 3. Help promote  Cambodia's investment potential, tourism, culture, traditions, and good customs  (One student, one ambassador); 4. Uphold patriotism and be ready to sacrifice for the greater national interest; and 5. After graduation, use your knowledge, skills, and experience to contribute to the country's greater development and prosperity.
