On 9 September 2025, Her Excellency Eat Sophea, Permanent Secretary of State of the Ministry of Foreign Affairs and International Cooperation, met with the Regional Delegation of the International Committee of Red Cross (ICRC), led by Mr. Jurng Montarni, Head of the Regional Delegation of the ICRC, at the Ministry. 
The discussions focused primarily on ICRC cooperation, issues concerning displaced people at the Cambodia-Thailand border, and matters related to the continued detention of the 18 Cambodian soldiers in Thailand. 
Her Excellency Eat Sophea cordially welcomed the visit of the ICRC Regional Delegation, and the appointment of Mr. Stéphane Bonamy as the new ICRC Representative in Cambodia.
