On the morning of 23 April 2025, His Excellency KUNG Phoak, Secretary of State of the Ministry of Foreign Affairs and International Cooperation and ASEAN SOM Leader of Cambodia, presided over the Opening Ceremony of the Regional Seminar on the 3rd ASEAN-China Youth Exchange Visit, held under the theme “Promoting the Role of Youth in Information and Communication Technology (ICT) Development” in Siem Reap, Cambodia. The seminar was organized by the Ministry of Foreign Affairs and International Cooperation of Cambodia with the support of the government of the People’s Republic of China through the ASEAN-China Cooperation Fund.

This Ceremony was also attended by H.E. SEREI Chumneas, Secretary of State of the Ministry of Education, Youth and Sport, Mr. LU Qizhi, Director of Consular Office in Siem Reap, the Embassy of the People’s Republic of China to Cambodia, H.E. NGOUV Sengkak, Deputy Governor of Siem Reap Province, and H.E. LONG Kosal, Deputy Director-General of APSARA National Authority.

His Excellency the Secretary of State underscored that this seminar is convened to celebrate the ASEAN-China Year of People-to-People Exchange, a year dedicated to fostering deeper cultural and interpersonal connectivity between our nations. Furthermore, this seminar serves as a platform to unite young talents from across ASEAN member states, Timor-Leste, and China to explore the vital intersection of youth empowerment and digital innovation.
