On 17 June 2025, His Excellency MEAS Kim Heng, Secretary of State of the Ministry of Foreign Affairs and International Cooperation and Project Manager of the Project Management Unit for the Mekong-Lancang Cooperation Special Fund, and Mr. ZHANG Biao, Deputy Director General of the Finance Department of the Ministry of Foreign Affairs of the People’s Republic of China, co-chaired a meeting on the "Progress of Project Implementation of the Mekong-Lancang Cooperation (MLC) Special Fund" at the ministry. The meeting was attended by the Chinese Delegation from the Ministry of Foreign Affairs and representatives from Cambodian line ministries and institutions currently implementing projects under the MLC Special Fund.

During the meeting, each Cambodian implementing agency presented the progress of their respective MLC projects implementation, focusing on key priority areas, such as women empowerment, fisheries, health, culture, information technology and capacity building. The presentation also touched on the Standard Operating Procedure (SOP) for Project and Financial Management and the SOP for Procurement, which are essential to ensure the effectiveness and transparency of project implementation.

The Chinese Delegation also conducted site visits to the rural development project in Takeo Province and the civil aviation project, and attended the launch of the Mine Action project at the Cambodian Mine Action and Victim Assistance Authority (CMAA) in Phnom Penh.
